Rio De Jenario’da kentsel bir arayüz – mimarlık ile ilgili öğrenme mekanı olarak tasarlanan INSIDE OUT isimli proje, UNI Competitions “The time to build architecture for architecture Athenaeum of World Architecture’20” Uluslarasarı Fikir Yarışması’nda jüri seçimiyle 1. proje oldu.
PROJE METNİ
Rio de Janerio, bölgesel olarak insanların sosyo-ekonomik durumlarına göre ayrıştığı bir şehirdir. Nüfusunun oldukça büyük bir bölümü “favelas” denilen mahallelerde yaşamaktadır. Yerel yönetim birtakım projeleriyle bölge halkının yaşam koşullarını düzeltmeyi ve buradaki yaşamı şehrin diğer kesimleriyle birleştirmeyi hedeflemektedir. Bu kopukluğun giderilmesi insanlar arasındaki iletişimin ve sosyal dengenin sağlanması için önemlidir.
Bunların yanı sıra Rio de Janerio, sokak sanatının yasal olduğu şehirlerin başında gelmektedir. Ayrıca yerel yönetim de bu çalışmaları desteklemekte ve sokaklardaki duvarların renkli birer tuvallere dönüştürülmesi için halkı teşvik etmektedir. Farklı gelir düzeylerine göre gruplaşmaların olduğu kentte sanat birleştirici bir güç görevi görmektedir.
Inside-Out projesi, var olan düzenlerin dışında yeniden bir mimari var oluşun ve mimarlığın öğretici yanının vurgulandığı bir projedir. “Inside-Out” mimarlığın mevcut tüm düzenlerinin dışında deniz ile kara arasında bir boşluk yaratarak bir ara yüz oluşturmayı hedeflemektedir. Projede; toprağın yerine suyun içerisinde bir boşluk yaratılmıştır. Mimarlığın, gezegene nasıl el sürebileceğinin somut bir örneği olmalıdır.
Inside-Out Athenaeum’u sadece mimarlara veya belirli bir bilgi birikimine sahip olan kişilere değil, tüm insanlığa ait bir yapıdır. Inside-Out Athenaeum’unda sosyal sınıf farklıları ortadan kalkar. Tüm insanlar için ilham veren bir yer haline gelir. Bu, sadece yarık açılarak oluşturulmuş bir boşluk değil, gezegenin topoğrafyasına yaptığı tekil bir müdahale ile kendi yapısal hacmini oluşturan bir hamledir. Inside Out, farklı kotlardan deneyimlenen, çeşitli sanat etkinlikleri, ve enstalasyonlara olanak tanıyan aralıklar, denizi yaran duvarlar üzerinde resim , videomapping ve graffity sanatçılarının çalışmalarını sergileyebilecekleri yüzeyler barındıran kentsel bir aralıktır. Yarık açıldıktan sonra ortaya çıkan deniz zemini, arada oluşan kotlar, yapının ucundaki iskele ve kent arasında kesintisiz ulaşım ve dolaşım sağlayabilen devingen bir kurguya sahiptir. Kısacası, mekân kendisinin doğal ihtiyaçlarını, kendi doğalını yaratarak fiziksel karşılığını bulandır: Var olandan, var olmayanı yaratmak; Inside-Out Athenaeum’unda tam olarak bu olur.

Designed by 2X1 Architects (Kutlu İnanç Bal, Hakan Evkaya) as an urban interface in Rio De Jenario as a learning place for architecture, INSIDE OUT is selected “winner” by the jury at “The International Architecture Competition of Athenaeum of World Architecture’20” organized by UNI Competitions.
PROJECT DESCRIPTION
Rio is a city where people are divided according to their socio-economic status. Most of the population lives in neighborhoods called ‘favelas’. The local government aims to improve the living conditions of the locals and unite the favelas with other parts of the city through a number of projects. Elimination of this disconnection is important for a better communication and social balance among people.
Rio is one of the main cities where street art is legalized. The local government also supports these projects and encourages people to transform the walls of the streets into colorful canvases. Art becomes a unifying force in the city where there are disintegration among people due to different income levels.
The Inside-Out is an innovative architectural project highlighting the educative side of architecture, going beyond the rules. “Inside-Out” aims to spread an out-of-the-box architectural approach by creating an interface between sea and land. The project creates the main space on water instead of land, which shall be considered as a tangible example of how uniquely architecture can touch the planet.
Inside-Out Athenaeum is a project that belongs not only to architects or people with a certain knowledge, but to the whole humanity. In The Inside-Out Athenaeum, there is no social class differentiations, yet it becomes a place inspiring everyone. It is not only a physical space created by opening a slit, but rather a movement that forms its own physical volume through a single intervention on the topography of the planet. Inside Out is an urban interface that can be experienced from different levels, has spaces that allow various art events and installations, and surfaces on the sea-splitting walls where paintings, video mapping and graffiti artists can exhibit their work. Through the slit, the sea floor that is emerged and different levels that are formed between them have a dynamic structure that provides continuous transportation and circulation between the city and the pier at the end of the structure. Ergo, the space finds its’ physical meaning by fulfilling its’ own natural needs and its’ own nature: Creating the nonexistent from what exists; this is exactly what happens in the Inside-Out Athenaeum.
